Australia ‘the lucky country’ is not immune from the likelihood of Paris-style mass casualty terrorist attacks! Pure luck has been responsible for several near misses here!Homeland Security

“What needs to be done, is blindingly simple, inexpensive and obvious! While Governments continue to mumble and fiddle, the risk escalates! Talk is cheap, when lives are at risk”, according to Director of Homeland Security Asia Pacific, Roger Henning, who has been involved in the management of more than 50 major incidents, including terrorist bombings in India, the UK and Philippines.

‘Every current State Premier and Territory Chief Minister, is equally guilty of disinterest, neglect,  ineptitude and inaction, for failing to implement the 2007 COAG agreement, to disrupt access to the CBRNE supply chain, by terrorists and criminals! These  elected representatives of the people have responsibility for the management and safety of the supply chain and establishment of a national database to record Australia wide purchases of ammunition, chemicals etc,  as a vital part of national security! Premiers and Chief Ministers may well have inherited the current high risk situation, but none can claim not to know about the 2007 COAG agreement!

“When the threat level is raised, State and Territory Governments need, to act immediately to restrict access to ammo, knives, guns and chemicals for at least three months

‘If State and Territory leaders lack the intent, capability and will, to implement the COAG recommendations, the task should be taken over by the Turnbull Government, on return of the Prime Minister to Australia from the G20 Summit’, Mr Henning said.

“Successive Federal Governments have all failed to expand the use of ‘HUMINT’ (Human Intelligence/Intervention) by introducing obligatory training of each workforce on critical infrastructure sites, such as airports, to act as the ‘eyes and ears’ on the ground to report anything unusual, suspicious, dangerous or criminal”’ Mr Henning said.

Without exception, every Australian citizen and resident, regardless of ethnic origin, or religion, needs to report anything suspicious or unusual to:

the National Security hotline: 1800 1234 00, which successive Federal Governments have failed to adequately promote!

RECENT ADMISSIONS BY AUSTRALIA LAW ENFORCEMENT

Media coverage of Australia’s National Intelligence Conference in Melbourne, on Thursday, 5 Nov 15, stated for the first time ever:

  1. A lack of interoperability between State and Federal agencies, contributed to the fatal Lindt café siege disaster, in December 2014, an incident for which no one was held accountable.
  2. Acknowledged the need to dispense with entrenched, outdated silo/stovepipe security methodology!
  3. This follows the admission by NSW Police Deputy Commissioner Catherine Burn, “Police can’t be everywhere at any given time”, following the fatal shooting of a civilian police worker, outside NSW Police HQ, in Parramatta!

‘The reality is: NO law enforcement agency in the world, can guarantee to protect the lives of all citizens in their jurisdiction. We need to train and engage the workforce on all designated ‘Places of Mass Gathering’, including airports, seaports, railway/bus terminals, sporting arenas, concert venues and Houses of Parliament, to augment law enforcement’. Mr Henning added.

NEED TO CHANGE AUSTRALIA’S ‘SECURITY CULTURE’

Homeland Security Asia Pacific (HSAP), has mounted and financed an eight year crusade to change Australia’s ‘security culture’, repeatedly disclosing the need to address these and other critical holes, in entrenched Australian security methodology. Most are contained in HSAP submission (see attached). Additional classified information, was also provided to the current Senate Inquiry into Aviation and Airport Security, now due to table its report on Wednesday 2 Dec 15!

Over the last 12 months, HSAP has provided a senior Federal Cabinet Minister, with additional information on grave risks, some of which were acted upon by the National Security Committee. These included the revelation COAG members all failed to act on their 2007 decision to work together as one, to disrupt the CBRNE supply chain, which remains the responsibility of the State and Territory Governments! (See attached which was emailed to and receipt acknowledged by each State and Territory Government earlier this year).

‘Do we have to wait for a prominent Minister/politician, sporting hero, pop star, police chief, captain of industry, to be singled out, shot, blown up or decapitated by a Muslim terrorist – or a mass casualty attack on an Australian airport, or other public sites designated as “Places of Mass Gathering” – before anything is done to avert disasters?

‘The recent Russian airline disaster over Egypt again proved the need to train and engage the entire workforce on airports large and small! Eight years ago, closure of Sydney or Melbourne airport following a major bombing, would have been a billion-a-week hit on the economy. Nothing has been done. The only change is the escalation in the size of the economic hit, to an estimated $1.5-billion a week!
‘Since this Russian airline mass casualty disaster and the Paris bombings, it is just a matter of time, before IS supporters carry out more catastrophic attacks! Hopefully, COAG will belatedly implement its 2007 agreement to make it harder for terrorists and criminals to access implements of death’, Mr Henning said?
